BRICS Summit

17th BRICS Summit 2025 — Rio de Janeiro: A New Chapter for the Global South
WordPress Post Description:
The world's attention turned to Rio de Janeiro, Brazil, on 6–7 July 2025, as world leaders gathered for the 17th BRICS Leaders' Summit — one of the most consequential multilateral meetings of the decade. Hosted under the sweeping theme "Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance," the summit marked a defining moment for an expanding bloc that now represents the voices of billions across the developing world.
The leaders of the 11 largest emerging economies signed the Joint Declaration of the 17th BRICS Summit in Rio de Janeiro, a document sealing the group's commitment to strengthening multilateralism, defending international law, and striving for a more equitable global order.  (Brics) The declaration — formally titled "Strengthening Global South Cooperation for More Inclusive and Sustainable Governance" — reflects months of intense diplomatic coordination.
Over 200 meetings were held and 200 new cooperation mechanisms were created or reinforced in areas such as eradicating hunger, tackling climate change, and developing emerging technologies.  (Brics)
🗺️ An Expanded Bloc with Global Ambitions
Indonesia officially joined as a full BRICS member at this summit, while 11 new BRICS partner countries were welcomed: Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Vietnam, Uganda, and Uzbekistan.  (Vajiram and Ravi) This expansion signals the growing magnetism of the BRICS framework as an alternative platform for Global South nations seeking representation beyond Western-dominated institutions.
As of July 2025, the BRICS grouping accounts for over 45% of global GDP (nominal) and over 50% at purchasing power parity (PPP), represents more than half of the world's population, and controls significant shares of global energy reserves, industrial capacity, and critical mineral resources.  (Wikipedia)
🤝 Key Themes and Agenda Items
The summit's agenda was sweeping and ambitious, addressing some of the most pressing challenges facing humanity today:
1. Global Governance Reform
Brazilian President Lula da Silva declared in his opening speech that "we are witnessing an unprecedented collapse of multilateralism," calling for global governance reform to revitalize diplomacy, cooperation, and the United Nations system, particularly the UN Security Council.  (Stimson Center)
2. Artificial Intelligence Governance
On 7 July 2025, BRICS leaders adopted a landmark declaration on the global governance of artificial intelligence, expressing the desire to promote international principles for the development and application of AI technologies that are inclusive, sustainable, and respect human rights. The BRICS leaders called on the United Nations to take the lead in formulating global rules for AI.  (Wikipedia)
3. Climate Change & Green Finance
The summit confirmed that BRICS seeks to spur collective action and stronger global governance to address climate change and finance, pushing for equitable and inclusive multilateralism that offers the greatest protection to the interests of poorer and weaker states.  (Council on Foreign Relations)
4. Trade, Investment & De-Dollarization
India led discussions on de-dollarization and the need for diversified currency arrangements in global trade. While a common BRICS currency was ruled out, India supported mechanisms to facilitate local currency trade within the bloc through BRICS Pay and national currency settlement frameworks.  (Vajiram and Ravi)
5. Global Health Cooperation
Among the notable deliverables was a BRICS Digital Health Summit, a first-ever BRICS Water Ministers Meeting, the adoption of a BRICS Counter-Terrorism Action Plan, and the launch of the BRICS Alliance for Green Tourism.  (MEA)
🌐 Geopolitical Tensions and Absentees
The summit was not without controversy. Much of international media coverage focused on who was not in the room — most notably Russian President Vladimir Putin and Chinese President Xi Jinping.  (Atlantic Council) Putin attended only virtually due to an International Criminal Court arrest warrant for war crimes during the Russian invasion of Ukraine, while Xi Jinping's absence was his first since assuming office in 2012.  (Wikipedia)
Meanwhile, the Trump administration threatened the bloc's members with an additional 10% tariff should they pursue "anti-American policies,"  (Stimson Center) underscoring the geopolitical pressure BRICS faces from Washington as it charts an independent course on global trade and finance.
🇮🇳 India Takes the Baton in 2026
The declaration announced that India will assume the BRICS rotating chairmanship in 2026 and will host the 18th BRICS Leaders Summit.  (Wikipedia) India outlined a transformative new interpretation of BRICS: Building, Resilience and Innovation, Cooperation and Sustainability — advocating for critical reforms in global financial systems, climate finance, digital governance, and institutional restructuring to reflect present-day geopolitical realities.  (Vajiram and Ravi)
